Citizens Water will complete construction of the federally mandated Combined Sewer Overflow System to minimize sewer overflows into local waterways. Citizens Water is also committed to continuing the City's Septic Tank Elimination Program (STEP), including 7,000 septic tank replacements by the year 2013.
